Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are delivered from various governments. Significant resources is devoted on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from across the border, a capability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to sober acceptance: perhaps the hostile projectile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly imported technology. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv faced the early updates: several casualties, destruction and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day demonstrated Ukraine's vital need on international aid – a dependence that European nations are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The detailed framework from American leadership generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new initiative from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.
Tactical Assessments
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration works based on a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is unfeasible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does minimal to discourage Russia, through words or deeds, from assuming that the situation will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but avoiding a total frontline collapse until circumstances change in its benefit.
Existing Situation
Factually, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
